This monthly newsletter is intended to provide a guide to funding opportunities to ensure our community has the information needed to apply for grants and connect with federal programs to address key priorities in Texas' Seventh Congressional District. Please note that President Trump’s executive orders have directed federal agencies to pause many grants funded through the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA), as well as to review, modify, or cancel additional grant programs administered by federal agencies. These actions have created significant uncertainty around the timing and availability of funding for community health, safety, development, and critical infrastructure projects, potentially disrupting planning and implementation timelines. |
On July 1, 2026, Congresswoman Lizzie Fletcher hosted a webinar on the Office of Management and Budget's (OMB) proposed rule: Regulation for Federal Financial Assistance. A recording of the webinar, along with helpful resources, was sent to all registrants and participants. We greatly appreciate everyone's engagement and thoughtful questions. Congresswoman Fletcher submitted a comment to the Office of Management and Budget expressing her opposition to the proposed rule and its effects on critical research and infrastructure projects. Additionally, Congresswoman Fletcher joined Representative Jamie Raskin (MD-08) and 123 congressional colleagues in sending a
letter to OMB Director Russell Vought expressing their opposition to the proposed rule.
As of the official deadline, OMB received nearly 500,000 comments. Although only a fraction of comments is publicly available, the overwhelming response appears negative. Our office will continue to provide updates on the proposed rule as they become available.

Promise Neighborhoods - Description: This program aims to improve the academic and developmental outcomes of youth living in distressed communities by increasing access to community-based high-quality services. This program seeks out projects that serve underprivileged communities through educational improvements, increased local partnerships, or health services.

NEW Youth Homelessness NOFO for FY2024 and FY2025 - Description: This notice seeks to award applicants under two different programs, the Youth Homelessness System Improvement grants (YHSI), and the Youth Homelessness Demonstration Program (YHDP). YHSI aims to support communities in either establishing youth homelessness response systems or improving their existing response systems. YHDP aims to fund housing and supportive services initiatives.

NEW Expanding Nutrition Service - Description: This program seeks to increase the number of nutrition services, patients, or visits, at community health centers that are recipients of a Health Center Program (H80) award. This program aims to fund services such as nutritional assessments, patient education and counseling on healthy eating, and connection to food resources, as well as other primary and preventative care.

NEW Innovative Coordinated Access and Mobility Pilot Program - Description: This program aims to increase the coordination of transportation services and non-emergency medical transportation services for transportation-disadvantaged communities. This program seeks to fund mobility management projects, deployment of coordination technology, increased access to one-call/one-click centers, and vehicles for shared transportation services.

- Local and state governmental authorities; Designated Recipients; Private nonprofit organizations; Operators of public transportation.

NEW Office on Violence Against Women (OVW) Consolidated Youth Grant Program - Description: This program supports community-based efforts to develop or expand prevention, intervention, treatment, and response strategies addressing the needs of children and youth (ages 0-24) affected by domestic/dating violence, sexual assault, stalking, and sex trafficking.

Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) - Description: This program supports improving educational, professional, and dismantling health-related barriers to economic stability through service coordinators. The program assesses resident needs and connects individuals and families to training, supportive services, and community resources that promote upward mobility and long-term self-sufficiency.

- Nonprofits that do and do not have a 501(c)(3) status with the IRS, other than institutions of higher education; Public Housing Authorities/Tribal housing authorities; Native American Tribal governments (Federally recognized).

NEW Stand Down Grants - Description: This program seeks to fund ‘Stand Down’ events targeted at assisting veterans that are at risk or are experiencing homelessness. ‘Stand Down’ events are intended to provide employment, social, and health services to veterans to enable individuals to reenter the workforce. Increased funding is available for applicants hosting multi-day events.
- Who Can Apply?
- State, county, city, township and special district governments; Native American tribal governments (federally recognized) and Native American tribal organizations; Public and state-controlled institutions of higher education; Private institutions of higher education; Nonprofit organizations with or without 501(c)(3) status with the IRS; Small businesses such as Faith-Based Organizations.

Public Works and Economic Adjustment Assistance Programs (PWEAA) - Description: This program aims to strengthen regional economies by funding community-driven projects that enhance infrastructure, support workforce and business development, and improve economic resilience. Investments in construction of critical public facilities, technical assistance, and workforce initiatives help communities advance locally led strategies for growth and competitiveness.

STEM K-12 Program - Description: This program supports innovative, multidisciplinary research that advances STEM teaching and learning, with a strong emphasis on generating new knowledge and informing educational practice. The program seeks to develop new tools, frameworks, and approaches, particularly those leveraging AI and emerging technologies, to enhance STEM education, prepare learners for a digital society, and strengthen the Nation’s global leadership in STEM innovation.

Autism Centers of Excellence - The Autism Centers of Excellence (ACE) Network R01 and P50 programs support multisite collaborations to advance autism research through a specific research topic, building on over two decades of ACE progress and leveraging cutting-edge technologies and methods. The National Institutes of Health anticipates posting these funding opportunities in September 2026. This notice was previously announced to release in July of 2026.
Trial Innovation Network - The Clinical and Translational Science Awards Program Trial Innovation Network (TIN) is seeking to fund programs that advance the science of clinical trials. Funding will support innovation of clinical trials and trial network levels on the topics of safety monitoring, trial leader training and mentorship, digital health technologies, genomic capacity, and disease progression modeling. The Trial Innovation Network anticipates posting this funding opportunity in September 2026.
National Human Genome Research Institute - The National Human Genome Research Institute (NHGRI) is seeking to fund research that explores the ethical, legal, and social implications (ESLI) of genomics developments. The National Institutes of Health anticipates posting this funding opportunity in November 2026.
Centers for Disease Control - The Centers for Disease Control (CDC) announced the Centers of Excellence in Healthcare Quality and Safety Program. This program will create a collaborative network of healthcare systems, facilities and public health partners to support work that improves the safety and quality of healthcare delivery. The Center for Disease Control anticipates posting this funding opportunity in November 2026.
Department of Housing and Urban Development - The Department of Housing and Urban Development (HUD) has announced the Eviction Protection Grant Program (EPGP) designed to provide no cost legal assistance to low-income tenants. The Department of Housing and Urban Development anticipates posting this funding opportunity in December 2026.
