This monthly newsletter is intended to provide a guide to funding opportunities to ensure our community has the information needed to apply for grants and connect with federal programs to address key priorities in Texas' Seventh Congressional District. Please note that President Trump’s executive orders have directed federal agencies to pause many grants funded through the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA), as well as to review, modify, or cancel additional grant programs administered by federal agencies. These actions have created significant uncertainty around the timing and availability of funding for community health, safety, development, and critical infrastructure projects, potentially disrupting planning and implementation timelines. |
On Friday, August 14, 2026, the National Institutes of Health (NIH) published a
Request for Information (RFI) on a proposed change to the way NIH peer review outcomes are reported. The proposed change would remove an applicant's ability to receive their final overall impact score – a useful metric for comparing one applicant's project to another – and instead communicate only one of three impact categories of “Most competitive,” “Competitive,” and “Not discussed.” This change is in line with the “Unified Funding Strategy” introduced by the National Institutes of Health in November 2025. - United Way Houston is hosting a free webinar on Tuesday, September 15, entitled “Crafting Competitive Federal Grant Proposals.” The webinar will run from 9:00 - 10:30 AM. More information can be found here.

NEW FY26 Stopping Threats on Pedestrians Competitive Grant Program (Bollards) - Description: This notice seeks to provide financial assistance to reduce and prevent pedestrian injuries and acts of terrorism in areas of large pedestrian traffic through the installation of bollards. Funding will be used to install raised concrete or metal posts on a sidewalk adjacent to a roadway to slow or stop a moving vehicle.

Expanding Nutrition Service - Description: This program seeks to increase the number of nutrition services, patients, or visits, at community health centers that are recipients of a Health Center Program (H80) award. This program aims to fund services such as nutritional assessments, patient education and counseling on healthy eating, and connection to food resources, as well as other primary and preventative care.

Innovative Coordinated Access and Mobility Pilot Program - Description: This program aims to increase the coordination of transportation services and non-emergency medical transportation services for transportation-disadvantaged communities. This program seeks to fund mobility management projects, deployment of coordination technology, increased access to one-call/one-click centers, and vehicles for shared transportation services.

- Local and state governmental authorities; Designated recipients; Private nonprofit organizations; Operators of public transportation; Private entities that provide shared-ride on-demand service.

Office on Violence Against Women (OVW) Consolidated Youth Grant Program - Description: This program supports community-based efforts to develop or expand prevention, intervention, treatment, and response strategies addressing the needs of children and youth (ages 0-24) affected by domestic/dating violence, sexual assault, stalking, and sex trafficking.

- County, city, or township governments; Native American Tribal governments (Federally recognized); Native American Tribal organizations; Nonprofit organizations with or without 501(c)(3) status with the IRS; Native American nonprofit organizations; Victim service providers; Independent school districts.

NEW Placement and Coordination (PC) Program - Description: This notice seeks to strengthen the national resettlement framework by increasing the number of facilities providing Program of Initial Resettlement (PIR) services. Eligible entities are to provide resettlement services and intensive case management such as medical screening and connection with other eligible services and programs to refugees and other eligible individuals and families.

NEW FY27 Brownfields Job Training (JT) Grants - Description: This notice seeks to fund training programs that prepare graduates for environmental jobs focused on support cleanup and revitalization efforts in their communities. Possible training programs to be funded include chemical risk management, stormwater management relating to site cleanup, and site preparation for green infrastructure installation.
- Who Can Apply?
- State, county, city, township, and special district governments; Native American Tribes (Federally recognized); Independent school districts; government entity created by state legislature; Nonprofits with 501(c)(3) status with the IRS; Nonprofits with 501(c)(4) status with the IRS.

Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) - Description: This program supports improving educational, professional, and dismantling health-related barriers to economic stability through service coordinators. The program assesses resident needs and connects individuals and families to training, supportive services, and community resources that promote upward mobility and long-term self-sufficiency.
- Who can apply?
- Nonprofits that do and do not have a 501(c)(3) status with the IRS, other than institutions of higher education; Public Housing Authorities/Tribal housing authorities; Native American Tribal governments (Federally recognized).

Stand Down Grants - Description: This program seeks to fund ‘Stand Down’ events targeted at assisting veterans that are at risk or are experiencing homelessness. ‘Stand Down’ events are intended to provide employment, social, and health services to veterans to enable individuals to reenter the workforce. Increased funding is available for applicants hosting multi-day events.

NEW Second Chance Act Family-Based Substance Use Disorder Treatment Program - Description: This notice seeks to fund programs that provide treatment and recovery support services to parents with substance use disorders (SUD). Funds from this program may be used towards hiring personnel, paying for mental health, substance abuse, and/or overdose prevention medication, or towards case management services.

Public Works and Economic Adjustment Assistance Programs (PWEAA) - Description: This program aims to strengthen regional economies by funding community-driven projects that enhance infrastructure, support workforce and business development, and improve economic resilience. Investments in construction of critical public facilities, technical assistance, and workforce initiatives help communities advance locally led strategies for growth and competitiveness.
- Who can apply?

STEM K-12 Program - Description: This program supports innovative, multidisciplinary research that advances STEM teaching and learning, with a strong emphasis on generating new knowledge and informing educational practice. The program seeks to develop new tools, frameworks, and approaches, particularly those leveraging AI and emerging technologies, to enhance STEM education, prepare learners for a digital society, and strengthen the Nation’s global leadership in STEM innovation.
- Who can apply?
- State, county, city, township, and special district governments; Public and State controlled institutions of higher education; Nonprofit, non-academic organizations such as independent museums, observatories, and research laboratories; For-profit organizations; Native American Tribal governments (Federally recognized).

Autism Centers of Excellence - The Autism Centers of Excellence (ACE) Network R01 and P50 programs support multisite collaborations to advance autism research through a specific research topic, building on over two decades of ACE progress and leveraging cutting-edge technologies and methods. The National Institutes of Health anticipates posting these funding opportunities in September 2026. This notice was previously announced to release in July of 2026.
Trial Innovation Network - The Clinical and Translational Science Awards Program Trial Innovation Network (TIN) is seeking to fund programs that advance the science of clinical trials. Funding will support innovation of clinical trials and trial network levels on the topics of safety monitoring, trial leader training and mentorship, digital health technologies, genomic capacity, and disease progression modeling. The Trial Innovation Network anticipates posting this funding opportunity in September 2026.
National Human Genome Research Institute - The National Human Genome Research Institute (NHGRI) is seeking to fund research that explores the ethical, legal, and social implications (ESLI) of genomics developments. The National Institutes of Health anticipates posting this funding opportunity in November 2026.
Centers for Disease Control - The Centers for Disease Control (CDC) announced the Centers of Excellence in Healthcare Quality and Safety Program. This program will create a collaborative network of healthcare systems, facilities and public health partners to support work that improves the safety and quality of healthcare delivery. The Center for Disease Control anticipates posting this funding opportunity in November 2026.
Department of Housing and Urban Development - The Department of Housing and Urban Development (HUD) has announced the Eviction Protection Grant Program (EPGP) designed to provide no cost legal assistance to low-income tenants. The Department of Housing and Urban Development anticipates posting this funding opportunity in December 2026.
