Congresswoman Lizzie Fletcher Votes for Bipartisan Postal Service Reform Act

Today, Congresswoman Lizzie Fletcher (TX-07) voted for H.R. 3076, the Postal Service Reform Act to restore financial sustainability through health benefit reforms, and improve accountability, reliability, and transparency at the United States Postal Service.  The bill passed the House on a bipartisan basis, 342-92.  

“Houstonians value and rely on the United States Postal Service (USPS) to deliver their mail, medicine, paychecks, social security checks, ballots, and so much more,” said Congresswoman Lizzie Fletcher.  “I enthusiastically support the Postal Service and its dedicated employees who provide an essential public service to people and small businesses across our community.  I was glad to vote for this bill to strengthen the USPS by ensuring the Postal Service delivers the highest quality and most reliable service to better serve our community and provide Postal employees with the employer-provided benefits they have earned.” 

The Postal Service Reform Act includes several key reforms including: 

  • Postal Service Health Benefit Adjustments: Integrates Postal employees and their beneficiaries into Medicare to cut health benefit expenses for the Postal Service, without sacrificing quality, affordable health coverage for employees and retirees. The bill also repeals an unnecessary requirement that the Postal Service annually prefund future retiree health benefits. These changes will allow the Postal Service to save almost $50 billion in a span of 10 years;
  • Six-Day Integrated Delivery:  Requires the Postal Service to deliver both mail and packages at least six days per week across an integrated network, which has already been the standard for decades; 
  • Non-Postal Services: Allows the Postal Service to provide non-commercial property and services that offer enhanced value, do not detract from core postal services, and provide reasonable contribution to Postal Service institutional costs; and
  • Service Performance Transparency:  Requires the Postal Service to develop a public-facing, online dashboard with national and local level service performance data updated each week to provide additional transparency and promote compliance with on-time delivery of mail.
