2025 Community Funded Project Requests

Congresswoman Lizzie Fletcher has submitted funding requests for important community projects in TX-07 to the House Appropriations Committee. 

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2025—although only a handful may actually be funded.  Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.  Additional information on the reforms governing Community Project Funding is available here.

In compliance with House Rules and Committee requirements, Congresswoman Fletcher has certified that she, her spouse, and her immediate family have no financial interest in any of the projects she has requested.

Congresswoman Fletcher and her staff worked with member of the community to ensure the projects below qualified for submission. She will continue to work with the community to advocate for federal support for community-supported projects.

Project Name: Alief ISD Planetary and Space Exploration Education Project

Amount Requested: $2,200,000

Recipient: Alief Independent School District, 4250 Cook Road, Houston, TX 77072

This project would develop a space and planetary science engagement-focused program to strengthen the community’s pipeline of students exploring planetary sciences and related careers at Alief ISD schools in collaboration with Rice University .

Project Name: City of Houston Metropolitan Multiservice Center for People with Disabilities Renovation Project

Amount Requested: $4,000,000

Recipient: City of Houston Department of Parks and Recreation, 2999 South Wayside Drive, Houston, TX 77023

Description: This project would be used to renovate the City of Houston’s Metropolitan Multiservice Center for people with disabilities to increase access to amenities and further support the continuation and accessibility of organized sports, recreation activities, and wellness opportunities for people of all ages with disabilities.

Project Name: City of Houston Police Department Crisis Diversion Program

Amount Requested: $1,243,225

Description: This project would address gaps in mental health infrastructure through expanding a mobile crisis outreach team and crisis intervention response team for the city.

Project Name: City of Southside Place Edloe/Auden Sanitary Sewer Replacement Project

Amount Requested: $856,745.50

Description: This project would be used to replace 4,700 linear feet of 43-year-old failing and collapsed sanitary sewer truss pipes with new pipes to improve the public health, safety, and welfare of residents of Southside Place.

Project Name: City of West University Place Roadway Reconstruction Project

Amount Requested: $2,626,300

Description: This project would reconstruct 100,000 square feet of roadway in West University Place to improve mobility and stormwater drainage, reduce the risk of flooding by improving stormwater drainage, and enhance resiliency and efficiency.

Description: This project would increase the conveyance capacity of Cypress Ditch Channel and would reduce flood risk for the community and region.

Project Name: Fort Bend District Attorney’s Office Digital Evidence Repository Project

Amount Requested: $341,500

Recipient: Fort Bend County District Attorney's Office, 1422 Eugene Heimann Circle, Ste. 21004, Richmond, TX 77469

Description: This project would support judicial transparency by using a cloud-based storage platform to facilitate access to evidence shared between investigators, victim advocates, and prosecutors as well as defense attorneys to support fair and equitable justice for the community.

Amount Requested: $2,100,000

Description: This project would install self-service library kiosks to remove barriers to library resources, expand educational access, and expand access to public services in underserved areas of the community.

Project Name: Houston Forensic Science Center’s Optimization of Legacy Drug Testing Project

Amount Requested: $2,000,000

Description: This project would address wrongful convictions from historic field drug test kits by prioritizing and stratifying old cases, of which 5,000 will be tested to mitigate wrongful result risks and wrongful convictions.

Description: This project would construct a facility that will provide seniors with a safe community space, serve as a warming and cooling center, offer public programming and an event space, and include fitness equipment for seniors.

Project Name: Multimodal Connectivity to Jaycee Park

Amount Requested: $2,600,000

Description: This project would construct safe, multimodal infrastructure, including street lighting and shared use paths leading into Jaycee Park to ensure accessible outdoor spaces for residents of the community.

Project Name: Southwest Civic Core Campus Phase II Project

Amount Requested: $10,000,000

Description: This project would create a community resilience hub by updating an existing facility to aid in emergency preparedness and response during all-hazard events, addressing the urban heat island effect and promoting economic development and community livability.

Project Name: Sugar Land Regional Airports Runway Improvements Project

Amount Requested: $5,000,000

Description: This project would repair and reconstruct the Sugar Land Regional Airport runway, which has been in operation for more than 30 years, by restoring the runway’s structural integrity, extending its lifespan, and minimizing future maintenance costs ensuring the airport can stay in operation.

Project Name: Turkey Gully Bypass Stormwater Detention Basin Project

Amount Requested: $4,400,000

Recipient: Harris County Flood Control District, 9900 Northwest Freeway, Houston, TX 77092

Description: This project would construct a detention basin in conjunction with a City of Houston drainage project to divert flows from Turkey Gully to White Oak Bayou through new storm sewers.  The construction of a new detention basin at the same time will mitigate adverse impacts of additional flow through White Oak Bayou and increase capacity, reducing flood risk for the surrounding community and entire region.

Description: This project would improve lighting and pedestrian safety along district streets and  extend the Westpark Trail, enhancing connectivity to the Sam Houston Tollway.
